Understanding Governmental Accounting

There are two primary reports issued by cities: Annual Audits, which are called Comprehensive Annual Financial Reports (CAFR), and Annual Budgets, which are usually called Annual Operating Budget. The annual audit is a report on last year, prepared by an auditing firm.

The annual budget is a report on next year, prepared by the director of finance. One is telling what has happened and the other is telling what someone thinks will happen next year. This is a very important distinction. (Read more at PolicePay.net)

Police Department Staffing Requirements Analysis

The City of Tulsa Police Department engaged MGT of America, Inc. to review its Patrol, Investigations, Support, and Special Operations functions and recommend appropriate staffing levels for each. MGT evaluated individual units and functions through a variety of methods including leadership interviews, surveys, benchmarking, and data analysis. MGTÕs examination yielded 48 recommendations and an increase in 98.75 FTE positions at a total additional cost of $7,420, 291 once fully implemented. (Read More)

Tulsa Survey Findings

The Fraternal Order of Police commissioned this survey to help determine which, if any road package is most likely to pass in the November elections. Touchstone Strategic Solutions (TSS) conducted the survey over the telephone on August 16th, 17th and 18th. TSS is a market research and consulting firm owned by Chris Lowther former Senior Vice President at WRS and founder of SoonerPoll, and Mike Osburn former campaign manager and Deputy Chief of Staff for Governor Frank Keating and State Director for US Senator, Don Nickles.
